Conference introduction

Artificial Intelligence (AI) has become an important driving force in leading a new round of scientific and industrial revolution, opening a new era of intelligence in human society. The AI and Public Policy International Conference aims to bring together researchers and practitioners to share their innovative research, best insights and practices regarding the opportunities and challenges brought by AI in public policy and governance. By engaging in presentation and discussion on relevant theoretical and practical issues, the conference enables the establishment of innovative theoretical implications for academia and provides practical recommendations for public officials.


The conference will be held in Singapore on 14-17 November 2024 and organized by Nanyang Centre for Public Administration (NCPA) at Nanyang Technological University (NTU).

    WANG Jue is Associate Professor of Public Policy at NTU. She received her PhD in Public Policy from Georgia Tech.     Professor Ong holds a B.A. in Mathematics (1984, Triple First), a Postgraduate Diploma in Computer Science (1985, Distinction) from Trinity College, University of Cambridge; and a PhD in Computer Science (1988) from Imperial College, University of London. He joined NTU as a Distinguished University Professor in August 2022 and was Vice President (Research) from January 2023 to April 2024. In May 2024, Professor Ong was appointed Vice President (AI and Digital Economy) and Founding Dean of the College of Computing and Data Science. Professor Ong is the Chief Scientist of AI Singapore and is responsible for AI Singapore’s fundamental research into Artificial Intelligence. Prior to joining NTU, he was Lecturer then Professor of Computer Science at the University of Oxford (1994-2022); Fellow of Merton College, Oxford (1994-2022); and Prize Research Fellow, Trinity College, Cambridge (1988-1994). Professor Ong's research in computing is broad, ranging across semantics of computation, programming languages, verification, logic and algorithms. He is known for his solution to the Full Abstraction Problem in the semantics of programming languages, and pioneering contributions to higher-order model checking in algorithmic verification. His current research interests include security, Bayesian statistical probabilistic programming and AI Safety. Professor Ong was General Chair (2013-2015) of the ACM / IEEE Logic in Computer Science (LiCS). He is the joint winner of the ACM / EATCS Alonzo Church Award 2017 for Outstanding Contributions to Logic and Computation. He is a recipient of the President of the Republic of Singapore Scholarship (1981).

He is as services as a faculty fellow of RIETI (Research Institute of Economy, Trade and Industry), as well as a visiting scholar of NISTEP (National Institute of Science and Technology Policy) in the Japanese Government. He is affiliated also with Tongji University, Shanghai International College of Intellectual Property Right as a guest professor. Until this year, he had taken various positions at the Ministry of Economy, Trade and Industry of the Japanese Government, economist at OECD.     Head of the Competence Center Innovation and Knowledge Economy Rainer finished a business training in wholesale and import/export trade. After this, he studied social science at the University of Mannheim. He holds a Ph.D. in economics from the Karlsruhe Institute of Technology (KIT). Since October 2000 he is employed at the Fraunhofer Institute for Systems and Innovation Research ISI in Karlsruhe. From 2008 till June 2019, Rainer Frietsch was Deputy Head of the Competence Center Policy – Industry – Innovation and Coordinator of the Business Unit Innovation Indicators. Since July 2019 he is Head of the Competence Center Innovation and Knowledge Economy. His work focuses on patent statistics, bibliometrics, economic and social indicators, performance of research systems and research organizations, knowledge and technology transfer, science-industry collaboration.

    Jinghan Zeng is Professor of China and International Studies at Lancaster University. His research delves into China's domestic and international politics with a current focus on AI governance and Belt and Road Initiative. Professor Zeng has been named in the World's Top 2% Scientists list by Stanford University and Elsevier for four consecutive years since 2021. He is the author of several books including Artificial Intelligence with Chinese Characteristics: National Strategy, Security and Authoritarian Governance (2022), Slogan Politics: Understanding Chinese Foreign Policy Concepts (2020) and The Chinese Communist Party's Capacity to Rule: Ideology, Legitimacy and Party Cohesion (2015). He is also the co-editor of One Belt, One Road, One Story? Towards an EU-China Strategic Narrative (2021). Professor Zeng has published over thirty refereed articles in leading journals of politics, international relations and area studies including The Pacific Review, International Affairs, JCMS: Journal of Common Market Studies, and Third World Quarterly. As a leading international politics expert, Professor Zeng has testified before the UK Parliament and advised United Nations, the British government (including Cabinet Office and Foreign & Commonwealth Office) and major FTSE 100 corporates. Additionally, Emanuela is a member of the industrial board of AIxIA, the Italian Association for Artificial Intelligence and the Advisory Board of CAIRNE the Confederation of Laboratories in AI research in Europe. She is part of the expert group on artificial intelligence at the Ministry of Economic Development, which developed Italy's first AI strategy.     Dr QIAN Jiwei is Senior Research Fellow at the East Asian Institute, National University of Singapore. He is the co-editor of Innovation and China’s Global Emergence (with Erik Baark and Bert Hofman, NUS press, 2021). He currently serves as the secretary of the East Asian Social Policy Research Network (EASP) and is the Co-editor of the Palgrave book series 'Social Policy and Development Studies in East Asia' (with Ka-Ho Mok). His current research interests include innovation policy, social policy, digital economy, among others. His most recent book is The Political Economy of Making and Implementing Social Policy in China (Palgrave Macmillan, 2021). He has published widely in journal outlet such as China Quarterly, Cities, Journal of Aging & Social Policy, Journal of European Social Policy, Journal of Social Policy, Policy and Society, Policy Studies Journal, Public Choice, Social Policy & Administration and Social Science & Medicine among others.

    Taehyun Jung is a Professor at the Graduate School of Technology and Innovation Management at Hanyang University and is affiliated with the Division of Interdisciplinary Industrial Studies. He teaches courses in innovation strategy and theory, intellectual property rights, and entrepreneurship, among others. Before joining Hanyang University in 2013, he spent three years as an Assistant Professor at Lund University in Sweden and one year at the Fraunhofer Institute for Systems and Innovation Research in Germany. He earned his Ph.D. from the Joint Public Policy Program between Georgia Tech and Georgia State University, USA, in 2009, with a dissertation focused on patent commercialization. He also studied Economics at Yonsei University and Physics at Seoul National University. His recent research interests include innovation systems, innovation in public procurement, innovation indicators and metrics, patent and commercialization strategy, and the dynamics of venture firms and venture capital.

    Yanto Chandra (蔡振榮) is Associate Professor at the Department of Public and International Affairs, City University of Hong Kong, and Director of the Technology, Policy and Law Laboratory. His research focuses on entrepreneurship and innovation in the social and public sector, as well as the impact of new technologies, such as artificial intelligence and blockchain, on policy and civil society and how to better govern them. His work has appeared in esteemed journals such as Public Management Review, Public Administration Review, International Public Management Journal, American Review of Public Administration, as well as Academy of Management Review, Journal of Business Venturing, Journal of International Business Studies. He serves as a Co-Guest Editor for a special issue on AI at the Journal of Business Venturing (FT-50 journal) 2024-2026, and as Associate Editor for Journal of Business Venturing Insights and several other journals. He was a winner of Best Paper Award in the Academy of Management 2024 Chicago on “finetuning AI”, the Kooiman Best Paper 2021 awarded by IRSPM, and included in the Stanford Top 2% Scientist 2024. He was previously a faculty member at the University of Leeds (UK) and University of Amsterdam (NL).

    Dr. Sabrina Ching Yuen Luk is an Assistant Professor in Public Policy and Global Affairs at NTU’s School of Social Sciences. She holds a PhD in Political Science and International Studies from the University of Birmingham, and has taught modules on e-government, healthcare, ageing, and crisis leadership. She is the leading contributor to the UNESCAP report on “Evolution of Science, Technology and Innovation Policies for Sustainable Development: The Experiences of China, Japan, Korea, and Singapore.” In 2019, she was invited by UNESCAP to train government officials on science, technology, and innovation policies for sustainable development. She was invited by Asian Productivity Organization (APO) as a resource person for a 2023 workshop on digital government on inclusive public service delivery and a 2024 Productivity Talk on digital innovation. In 2024, Dr. Luk gave training sessions on smart nations and Sustainable Development Goals (SDGs) to Chongqing government officials and lectures on smart nations, artificial intelligence and digital innovation to undergraduate and graduate students from China. In summer 2024, Dr. Luk and her team members ran a two-day workshop on Effective and Ethical Ways to Write Literature Reviews Using Generative AI (GenAI) Tools. She has also co-authored a book chapter on Adaptive Governance in Higher Education, which examines ways to ensure the ethical and responsible use of GenAI tools and how the development of an adaptive governance framework can balance GenAI’s innovative potential with the risks it poses in higher education.

    Professor Wilson Wong is the Founding Director and Associate Professor of Data Science and Policy Studies (DSPS) at the Chinese University of Hong Kong, a senior research fellow at the School of Management, UCL, and a fellow at the Center of Advanced Study in the Behavioral Sciences (CASBS) at Stanford University. In 2024-25, he will be a visiting fellow at the Ostrom Workshop at the Indiana University Bloomington, and a research fellow at the Association of Commonwealth Universities (ACU). Previously, Professor Wong has served as a visiting fellow at the Brookings Institution and Harvard University. His primary research areas include AI and Big Data, social data science, digital governance, ICT and innovation, and disruptive technologies. Leveraging his expertise, he currently holds the position of Lead Area Editor at Data & Policy, a flagship journal published by Cambridge University Press focusing on the impact of data-policy interactions. Additionally, he serves as an associate editor at Springer Nature and PLOS One, and is a member of the editorial boards of the International Review of Administrative Sciences and the Journal of Asian Public Policy. Furthermore, Professor Wong is an expert member of The Committee on Data at the International Science Council (CODATA).
